The new moon is not used in the calculation.
The Jews do not use the invisible conjunction as the new
moon, but a 3% visible
crescent.
That would then make a full moon a bit lopsided as well, if the full moon
is
1/2 of a month away from the new moon (14.3/4 days)
Secular, everyday calendars, are more accurate than this.
